An Act to amend the Roadside Deliveries Act 2026.

Be it enacted by the King’s most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

1     Amendments to the Roadside Deliveries Act 2026

(1) In section 1(1) (Interpretation), in the definition of “courier”, for “an individual” substitute “a person (including a body corporate)”.

(2) In section 2 (Licensing requirement)—

(a) in subsection (1), after “unless licensed” insert “and registered”;

(b) after subsection (3) insert—

“(4) The register must include the licence number and the date of grant.”

(3) In section 3(2)(b), for “12 months” substitute “2 years”.

2     Commencement

(1) This Act comes into force on the day on which it is passed.

An Act to make provision about the regulation of roadside delivery services; and for connected purposes.

Be it enacted by the King’s most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

1     Interpretation

(1) In this Act—

“courier” means an individual who undertakes a roadside delivery;

“delivery vehicle” means a mechanically propelled vehicle used for roadside deliveries;

“roadside delivery” means the delivery of goods to a person at or adjacent to a road.

(2) References in this Act to “the Authority” are to the Roadside Deliveries Authority.

2     Licensing requirement

(1) A person must not carry on a roadside delivery service unless licensed by the Authority.

(2) A licence may be granted subject to such conditions as the Authority considers appropriate.

(3) The Authority must maintain a register of licences.

3     Offences

(1) A person who contravenes section 2(1) commits an offence.

(2) A person guilty of an offence under this section is liable—

(a) on summary conviction, to a fine not exceeding level 5 on the standard scale;

(b) on conviction on indictment, to imprisonment for a term not exceeding 12 months or a fine (or both).

4     Commencement and extent

(1) This Act comes into force at the end of the period of 2 months beginning with the day on which it is passed.

(2) This Act extends to England and Wales.
